I think dark hair could really make the blue in your eyes stand out, and red is the shortest staying colour in hair. I have red highlights against dark brown hair, had them for a month and they're already hugely faded.

That dark color is a very nice color. It might drowned you out though, making you look like you haven't seen sun in about 2 yrs. The red color is very nice and I think going to with that color but adding in a few low lights would be your best bet.
